“V’zot Haberacha” Questions

Question

In Parasha Vezot Hab’rachah, why does Moses mention the sons of Jacob? It reminds me when Jacob gave his final blessings to his sons.
I found the names of 11 sons. Why is the name of Simeon missing?

    Moses uses his last day in this world to bless the Tribes, the sons of Jacob. He blesses each Tribe with the exception of the Tribe of Simon. After the prince of the Tribe of Moses behaved in such a base way at Shitim, and the Tribe of Simon compounded the problem by trying to defend him, Moses refused to bless them as he did the other Tribes.

    Please explain “After the prince of the Tribe of Moses behaved in such a base way at Shitim, and the Tribe of Simon compounded the problem by trying to defend him” in more detail.   What prince?  What happened at Shitim between tribes of Moses and Simeon? I found one reference about the avenging of Dinah by Simeon and Levi.  I also found to Pinechas (Levite) killed Zimri (from tribe of Simeon) and Cozbi. I do not know if you are referring to either of these incidents.

    I was referring to the second incident as appears in chapter 25 of Sefer Bamidbar.
