Women and Chatzitzah

Women are not obligated In wearing teffilin, however, many (especially Ashkenazi) communities allow them to voluntarily observe it for a mitzvah (to my understanding with a Berachah). If a woman is of this custom, do the laws of Chatzitzah apply to her as they do for a man (who is generally obligated in teffilin)

Yes, the laws of chatzitzah (something that is between the tefillin and the body, such as a garment or a hat) would equally apply to a woman who is putting on tefillin in a place and way in which it is permitted, as you describe in your question. Since the tefillin need to be physically on the skin of the arm and the head, there can be nothing in the way that would be act as a separation – i.e. a chatzitzah.
