My cousin was born in Buffalo, NY on February 17 1990 at 6:18 pm. It was Shabbos going into Motzoei Shabbos and one minute before tzais hakohavim. Shabbos was 22nd of Shvat and Sunday 23rd. Which day is considered her birthday?

    Even though your cousin was born one minute before Tzais, nevertheless, I think that she should celebrate her birthday on the 23rd of Shevat and not the 22nd. Why is that? Because the period between sunset and nightfall is very difficult to define Halachically but the closer it gets to nightfall the greater is the time affiliated to the next day and not the previous day.
