Needing “Two” in Synagogue

Question

A commentary in Friday’s Wall Street Journal notes “every synagogue requires two to fulfill its religious duties.” I did some research and see references to the “written” and “oral” Torah, but not sure about the requirement for two scrolls. Can you tell me if this is true, and if so, what are the requirements?

  1. I apologize but I have no idea what the context of what they wrote is. If they mean that there needs to be two of “everything” in a Synagogue that is not true. A Synagogue can function perfectly well with only one Torah scroll. It is true that having a second one makes things easier for the special days that require reading from more than one place in the Torah, but it is not a requirement.
