Yes, they are. Mount Sinai actually has seven names and each name reveals a different dimension to the mountain.
(1) Har HaElokim
(2) Har Bashan
(3) Har Gavnunim
(4) Har Chorev (Horeb)
(5) Har Sinai
(6) Har Chemed
(7) Har Moriah
